For a public body, a network project only ends when it is accepted, and it is only accepted with a complete technical file. DataRoad - IT Services and Consulting, a premium IT partner in Portugal, delivers network infrastructure for public bodies and international organisations in Portugal, including contracts awarded through public tender, with that outcome as the objective: specifications met to the letter, the building always in operation and every point certified and documented. The scope covers certified structured cabling, Wi-Fi 6 and Wi-Fi 7, active equipment, perimeter security and maintenance after handover, with documentation and communication in English where required.

What the contracting authority can expect from us

  • Specifications met Carried out as written, with no undocumented deviations.
  • Full certification A measurement report for every outlet installed, not a sample.
  • Uninterrupted public service Works and migrations in buildings that remain in operation.
  • Post-project follow-up Warranty, maintenance and support with a defined contact channel.

Why a public project is not a private project

Technically, the network in a public building is the same as in an office. Everything else changes: the specifications define what is carried out, the deadline is contractual and carries penalties, and acceptance depends on documentation rarely requested in a private project.

The contract rules

A change of solution, even a technically better one, has to be proposed and formally approved. Improvising creates an acceptance problem.

The building stays open

Schools, courts, local authorities and public service counters operate during the works. Working in phases is a requirement, not a courtesy.

No documentation, no acceptance

Without certification reports and as-built drawings, well-executed work cannot be accepted. The documentation is part of what was awarded.

Deadlines with penalties

Materials and team are planned with a margin on the contractual deadline.

Supply and installation of computer network equipment

This is the most common description in tender specifications and corresponds to what we do for municipalities, schools, healthcare units, institutes and other contracting authorities under the Portuguese Public Procurement Code. The typical scope includes:

  • Structured cabling CAT6/CAT6A copper and optical fibre, certified with calibrated equipment and a report per point.
  • Passive infrastructure Cabinets, patch panels, standards-compliant labelling and as-built documentation.
  • Active equipment Managed switches, PoE, fibre uplinks, stacking and redundancy.
  • Wireless network Access points, controller and separate networks for services, staff and the public.
  • Perimeter security Firewall, VLANs (separate networks on the same infrastructure) and controlled maintenance access.
  • Video surveillance and access control When included in the same procedure.
  • Warranty and service levels Support for the period set in the specifications.

How to prove that what was contracted was delivered

When comparing bids, the decisive question is not the price per point. It is who delivers a certification report for every outlet, measured with calibrated equipment, and who delivers only a declaration.

Testing confirms there is a connection. Certifying means measuring attenuation, crosstalk, delay and length on each pair, comparing them with the limits of the contracted category and issuing a report per point. The difference shows years later, when intermittent faults appear and there is no initial measurement to compare against. See why certifying structured cabling is not optional.

Cabling that can be checked at acceptance

We work with a detailed bill of quantities, materials that comply with the specification and certification of every point. Between buildings, the link is optical fibre, with intermediate racks sized to grow without new works.

Wi-Fi for public counters, offices and auditoriums

Each zone has its own demands. We carry out an on-site coverage survey, install Wi-Fi 6 and Wi-Fi 7 and separate the service network from the network offered to the public.

What happens at each phase of the works

  1. Reading the specifications — technical analysis of the procedure documents and formal clarification of ambiguities before bidding.
  2. Planning — phasing agreed with the authority, an access schedule and a safety plan compatible with the building remaining open.
  3. Execution — installation, labelling of every point and progressive certification zone by zone.
  4. Handover — a file with as-built drawings, outlet map, certification reports, inventory and warranty.

Which procedures and documentation we handle

We respond to prior consultations, direct awards, public tenders and lot-based procedures. We deliver technical descriptions, priced bills of quantities, data sheets, a work plan, a safety plan and declarations, and meet the qualification requirements and technical and financial capacity criteria.

If you are preparing tender specifications, we will review the technical requirements before publication, with no commitment and without affecting our participation. A well-written specification brings better bids from every bidder.

Many procedures are also published in English, as supply and installation of computer network equipment. We work with international organisations and diplomatic missions in Portugal, with documentation and communication in English.

Public projects delivered

  • Ministério Público and DCIAP (Public Prosecution Service) — repair and modernisation of the network, structured cabling and optical fibre in several buildings, with certification.
  • Serviços Sociais da Administração Pública (SSAP) — structured network and certification in a building on Av. Guerra Junqueiro, Lisbon; and, through public tender, structured networks and 56 Wi-Fi 7 points across three buildings.
  • Escola Nacional de Saúde Pública (UNL) Specialist technical service for the installation of IT cabling.
  • União das Freguesias de Massamá e Monte Abraão Complete renewal of the IT network and public-access Wi-Fi.

Frequently asked questions

Does DataRoad bid in public tenders?

Yes. We regularly carry out works awarded through tenders, with the documentary track record these procedures require.

What documentation does the authority receive at the end of the works?

A complete file: as-built drawings, map and labelling of all outlets, rack diagram, inventory, certification reports per point and warranty terms per component.

Is it possible to work without stopping public service?

Yes, it is the rule. We work zone by zone and at agreed times, and every day ends with the service operational.

Is there maintenance after the works?

Yes. The warranty covers what was installed, and there is a preventive maintenance and support contract, with response times defined in writing.
